The aim of the study is to provide a more comprehensive understanding of the various social dialogue systems within central public administrations across Europe.

The actors, their roles and competencies, as well as the outputs in the field of social dialogue in the public administrations will be analysed. Growing strains on public finances, as well as changes brought about and requirements of public sector reforms, are having an impact on the actions undertaken by social partners in the public sector. For this reason, it is both necessary and timely to examine the context of social dialogue processes with a focus on changes and developments in differences between the EU Member States.
