Coopération administrative avec le Maroc
Dans le cadre d’un accord de coopération entre le ministère de la fonction publique et de la modernisation de l’administration (MFPMA) du Maroc et le ministère français de la décentralisation et la fonction publique signé en décembre 2012 lors de la dernière réunion à haut niveau, la DGAFP a réalisé une mission d’expertise à Rabat sur la réforme du statut général de la fonction publique marocaine, les 14 et 15 avril 2015.
La mission s’est déroulée sous forme d’ateliers de travail durant lesquels les experts français ont pu échanger librement avec des fonctionnaires de la direction de la fonction publique du MFPMA dont le directeur et son adjoint. Ils ont pu travailler directement sur les articles du projet de nouveau statut général relatifs aux emplois et compétences d’une part, aux droits et obligations et à la déontologie d’autre part. Cette action de coopération sera suivie d’une autre mission en 2015 suivant les mêmes modalités.
Administrative cooperation with Morocco During the last high-level meeting in December 2012, a cooperation agreement was signed between the Ministry for civil service and modernization of public administration of Morocco and the French Ministry for civil service and decentralization. Under this agreement, the DGAFP carried out in May 14-15 an expertise mission on the statutory reform of the Moroccan civil service. Several workshops were organized during which the French experts shared experience and ideas with the Moroccan civil servants from the General directorate for civil service of the Ministry including the director and his deputy. They studied the articles of the new draft law related to “jobs and competencies” on one hand, and on the other “rights and obligations and ethics”. This mission will be completed by another one to be held this year within the same terms. |
Coopération administrative avec la Tunisie
La DGAFP a accueilli les 11, 12 et 13 mars derniers une délégation tunisienne composée de représentants de la Direction Générale de la Fonction publique et du centre national de l’informatique. La venue de la délégation tunisienne s’inscrivait dans le cadre d’une visite d’étude sur la modernisation des systèmes d’informations (SI) en matière de ressources humaines et la mise en œuvre d’un SI décisionnel qui a été financée par un TAIEX. [1]
Les membres de la délégation ont assisté à des présentations sur la conception, la mise en œuvre et l’utilisation de systèmes d’information décisionnels ministériels et interministériels. Ainsi, ils ont pu avoir des échanges de travail avec le Département des études et des statistiques et la mission opérateur national de paye (ONP) pour la DGAFP, mais également avec les ministères économiques et financiers (direction du budget et Secrétariat général) ainsi qu’avec le ministère de l’intérieur ou encore la Direction générale de l’aviation civile.
[1] Le TAIEX (Technical Assistance and Information Exchange Instrument) est un instrument de la direction générale de l’élargissement de la Commission européenne. TAIEX aide les pays bénéficiaires en matière de rapprochement, d’application et d’exécution de la législation de l’Union européenne. Principalement tourné vers la demande, il canalise les demandes d’assistance et contribue à fournir des expertises adaptées pour répondre aux problèmes à court terme.
Administrative cooperation with Tunisia The General Directorate for Public Administration and Civil Service hosted a Tunisian delegation the last 11th, 12th and 13h of March. Representatives of the General Directorate for Public Administration and a member of the National Center composed the Tunisian delegation. The study visit focused on the theme “modernization of Human Ressources information system and implementation of a “business intelligence (BI) information system” and was funded by a TAIEX[1]. The delegation member’s attended presentations on conception, implementation and use of ministerial and interministerial BI information system. Indeed, they exchanged ideas on this topic with studies and statistics Department and the Department responsible for the National Payroll Agency at the General Directorate for Public Administration and Civil Service, but also with the Ministry of Economy and Finances (Budget directorate and General Secretariat) and the Ministry of interior of Economy and Finances (Budget directorate and General Secretariat) and the Ministry of interior of the civil aviation directorate. [1] The TAIEX (Technical Assistance and Information Exchange Instrument) is managed by the Directorate-General Neighborhood and Enlargement negotiations of the European Commission. TAIEX supports public administrations with regard to the approximation, application and enforcement of EU legislation as well as facilitating the sharing of EU best practices. It is largely needs driven and delivers appropriate tailor-made expertise to address issues at short notice. |
Réunion de coordination des activités de coopération administrative internationale
Jeudi 16 avril 2015 s’est tenue à la DGAFP une nouvelle réunion relative à la coopération administrative internationale. Celle-ci a été l’occasion de dresser le bilan des activités de coopération de l’année 2014 et de présenter les perspectives pour 2015 avec le MAE, Expertise France, le CNFPT, l’ENA et les directeurs des cinq IRA.
La satisfaction des auditeurs étrangers participant cette année au Cycle international des IRA a été particulièrement soulignée, permettant de dresser un bilan positif de cette troisième année de coopération internationale en matière de formation des cadres intermédiaires, et d’aborder l’année 2015/2016 sous l’angle du développement du programme.
Le Forum méditerranéen du service public, qui vise au partage d’informations entre les écoles et les instituts de formation du service public a été présenté, et tiendra sa 2e rencontre en juin prochain à Tunis.
International administrative cooperation meeting On April 16th, the last administrative cooperation annual meeting has been held at the DGAFP. On this occasion, the review of the 2014 administrative cooperation activities and the outlook for 2015 have been given to the MAE, Expertise France, CNFPT, ENA and the five IRA. The satisfaction of the foreign auditors taking part to the IRA International Course was especially highlighted. This 3rd year of the international program of middle managers training draws a positive conclusion. With regards to the constructive outcomes, further developments are expected for 2015/2016. The Mediterranean forum of Public Service which aims at being a community of exchange and resources between public service schools was presented. Its second meeting will be held next June in Tunisia. |
Le CiIRA
La promotion 2014-2015 des auditeurs du Cycle international des Instituts Régionaux d’Administration (CiIRA) a été reçue à la DGAFP le 17 avril 2015. Cette journée à la DGAFP marque ainsi la clôture du cycle de formation pour ces 9 auditeurs étrangers. En effet, ces derniers ont intégré pendant 8 mois la promotion des élèves attachés des IRA de Bastia, Metz et Lyon et suivi le cursus de formation, alternant ainsi enseignements théoriques et stage pratique dans l’administration.
Au cours de cette journée, les auditeurs ont pu échanger sur le déroulement de leur scolarité à l’IRA. L’après-midi, les auditeurs ont été accueillis au Conseil d’Etat.
Les auditeurs ont notamment souligné la qualité de la formation dispensée dans les IRA et indiqué qu’ils pourront valoriser les compétences acquises dès leur retour dans leurs administrations respectives. Par ailleurs, les auditeurs qui le souhaitaient ont pu compléter leur cycle de formation à l’IRA par l’obtention d’un Master 2.
IRA international Cycle The students of IRA (Regional Institute of Administration) international Cycle for 2014-2015 were received at the DGAFP on April 17th 2015. This day marks the end of the training cycle for these nine foreign students who completed an eight-month program along the promotion of the French “attachés” students of the IRA of Bastia, Metz and Lyon. They took the same training course alternating between theoretical courses and internship in the French civil service. This day gave the opportunity to the foreign students to share their training experience at IRA. In the afternoon, they got the chance to visit the Conseil d’Etat. The students insisted on the quality of the training cycle in the IRA and pointed out that they will develop the skills gained when back in their administration. In addition, the foreign students who so wish were able to complete their training course by getting a Master degree. |
