Coopération administrative avec le Liban
La DGAFP a accueilli les 14, 15, 16 et 17 septembre derniers une délégation de fonctionnaires libanais. Cette visite d’étude s’inscrit dans la cadre de l’arrangement administratif signé le 26 septembre 2014 par la ministre de la décentralisation et de la fonction publique avec ses homologues libanais. Cette visite d’étude fait suite aux deux missions d’expertise conduites par la DGAFP à Beyrouth en mai et juin 2015 visant à apporter un sur appui au réseau national de formation libanais.
Les membres de la délégation ont notamment assisté à des présentations de l’école du management et des ressources humaines, de l’école de la modernisation de l’Etat ou encore du réseau des écoles de service public. Ils ont ainsi pu avoir des échanges de travail avec le bureau des politiques de recrutement de formation et de professionnalisation à la DGAFP et le Secrétariat général pour la modernisation de l’action publique. Les membres de la délégation ont également été accueillis à l’Ecole nationale d’administration ainsi qu’à l’Institut régional d’administration de Metz.
Administrative cooperation with Lebanon The General Directorate for Public Administration and Civil Service hosted a Lebanon delegation the last 14th, 15t , 16th and 17h of September. This study visit is part of the framework of the administrative arrangement signed by the French minister of decentralization and civil service with her Lebanese counterparts. This study visit follows two expert missions conducted by the General Directorate for Public Administration and Civil Service in Beirut last May and June 2015. This study visit focused on the support of the national network training. The delegation member’s attended presentations on school management and human resources, the school of modernization of the State and the network of civil service school. Indeed, they exchanged ideas with recruitment, training and professionalization policies bureau and the general secretariat of the government modernization. The members of the delegation were also welcomed at the French national school of administration and at the regional institute of public administration in Metz. |
Coopération administrative avec le Maroc
La DGAFP a organisé une visite d’études sur la modernisation de la gestion des ressources humaines du 14 au 17 septembre 2015 pour une délégation de trois fonctionnaires du ministère marocain de la fonction publique et de la modernisation de l’administration (MFPMA) dont le directeur des ressources humaines et financières. La délégation a pu ainsi rencontrer plusieurs bureaux métier de la DGAFP. Elle a également été reçue par le Ministère de l’agriculture, de l’agroalimentaire et de la forêt et la direction du budget (sur des sujets liés aux SIRH) ; les services du Premier ministre (sur le bilan social) ; et l’IGPDE (sur la formation professionnelle). Cette visite d’études est la dernière activité inscrite au plan d’actions de coopération entre la DGAFP et le MFPMA pour l’année 2015.
Administrative cooperation with Morocco On September 14-17, the DGAFP arranged a study tour on the modernization of human resources management for a delegation of 3 civils servants from the Ministry or civil service and modernization of public administration (MFPMA) including the director for human and financial resources. The delegation met several units of the DGAFP and was also received by the Ministry for Agriculture and by the Budget Directorate (on topics related to Human Resources Information System); by the Services of the Prime minister (on the social report); and by the IGPDE (on professional training). This study tour was the last activity to implement as part of the 2015 cooperation action plan between the DGAFP and the MFPMA. |
Comité de dialogue social : vers un possible compromis sur l’information et la consultation
Les représentations européennes d’employeurs (EUPAE) et d’employés (TUNED) réunis au sein du Comité sectoriel de dialogue social des administrations des gouvernements centraux ont, durant cet été, poursuivi leurs travaux sur l’information et la consultation des agents publics. La France, représentée par la DGAFP, préside actuellement le Comité et souhaite parvenir à un accord à ce sujet d’ici la fin de l’année.
L’objectif des négociations, entamées au sein du Comité début 2015, est de créer un cadre européen d’exigences minimales dans ce domaine en Europe. Les deux dernières réunions du Comité, qui se sont tenues au mois de septembre à Bruxelles, ont permis aux partenaires sociaux de progresser sur un projet de compromis.
En cas d’accord, le Comité de dialogue social a déjà fait part à la Commission européenne de son souhait de doter ce texte d’une valeur juridiquement contraignante ; un processus possible grâce à l’article 155 du Traité de fonctionnement de l’Union européenne.
Social Dialogue Committee: towards a possible compromise on information and consultation The European representatives of employers (EUPAE) and employees (TUNED) within the Sectoral Social Dialogue Committee for Central Government Administrations (SDC CGA) have continued during the summer their work on information and consultation rights of public employees. France, represented by DGAFP, currently chairs the Committee and wishes to reach an agreement on this matter by the end of the year. The objective of the negotiations initiated in early 2015 within the Committee is to create a European framework of minimum requirements in this field in Europe. The last two meetings of the Committee, held in September in Brussels, enabled the social partners to progress on a draft compromise. In case of agreement, the Social Dialogue Committee has already informed the European Commission of its desire to give the text a legally binding nature, which is made possible with Article 155 of the Treaty on Functioning of the European Union. |

Dans le cadre du « comité de la gouvernance publique » (PGC) mis en place par l’OCDE, un groupe de travail d’experts de haut niveau dans l’intégrité publique (SPIO) s’est réuni au siège de l’organisation internationale à Paris les 31 septembre et 1er octobre 2015. Première d’une série de réunions portant sur l’actualisation d’une recommandation sur l’amélioration de l’éthique dans le secteur public, adoptée en 1998, elle a été l’occasion de partager les différentes initiatives en matière d’intégrité et de déontologie dans le secteur public. Notamment, huit tables rondes ont permis d’échanger sur les mécanismes nationaux et les systèmes de promotion du principe d’éthique.
Une version amendée de la recommandation fera l’objet d’une approbation par le PGC et d’une consultation publique d’ici début 2016, puis sa version finale sera présentée et votée lors de la semaine de l’Intégrité du l’OCDE, qui se tiendra du 18 au 22 avril 2016.
OECD As part of the OECD public Governance committee network, an expert meeting of the working party of senior public integrity officials (SPIO) took place in Paris (OECD headquarter) on September 30 and October the 1st. First of several preparatory meetings on the update of the 1998 Recommendation on improving ethical conduct in the public service, the general purpose of the meeting was to share feedbacks of national initiatives regarding mechanism ensuring ethics among the public officials. Eight roundtables discussed sixteen issues, with key questions introduced by moderators. They provided, in an informal setting, the opportunity to share good practices and pitfalls to avoid on promoting integrity for all public officials. A revised draft Recommendation will be approved by the PGC and released for external consultation (early 2016), and the final draft will be presented to the PGC for approval during the Integrity Week of 18-22 April 2016. |
